The Phantom Strikes Again!

Operation Phantom Fury has struck against the Iraqi town of Fullujah. From reports so far, it would appear that many many many millions of dollars of artillery and explosives have been dropped on the town, and at the last report, about 38 insurgents had been killed. Now I don't want to sound saddistic or anything, but given the level of todays technology, that ratio of shots/kills seems a little low. Could it mean that the bulk of these rebels are in fact, not even in the town? Could it mean that they in some way new we were comming. I guess the news reports of our intentions would have in no way prepared these rebels to perhaps move out of harms way. Does America ever do anything without boasting about it first? I don't recall the rebels televising that they were about to kidnap some poor victim several days before the event.

I really don't understand at all. Is it that hard to keep a secret and tell everyone after you have suceeded or failed?
