After Frances' death, William married Elizabeth Leith.
William was a shipwright and ran a business in Newcastle, New South Wales. William's father may have also been a shipwright.
There are references to William's birthplace as Devon, Devonshire, Devonport and Deptford.
He is referred to as William Congdon and William Stephen Congdon in cases where he was present, but on his death certificate, his daughter refered to him as William Peter Stephen Congdon.

Elizabeth Leith possibly came to Austrlia around 1858.
Elizabeth's bithplace is referred to as Antrim, Ireland and Gortfad, Portglenone, Ireland. Her birthdate could be from around 1834 to around 1845.
Elizabeth's occupation was a dressmaker.
