What I have learned: As the original jpg files were in PhotoShop I decided to use the companion ImageReady. Once I worked out how to use layers for animation it was straightforward to sequence and time it. Saving as a .gif @ 128 colours produced a file slightly above specification but it reduced to 144k. using 64 colours. The quality is quite acceptable on screen and probably could have been reduced further. Next time I would insert a blank frame to begin so it didn't start immediately, and another, perhaps black, at the end. I found ImageReady saves as .swf files so I will experiment with these.
